Clean Development Council

One cross-sector platform where cleantech providers, industrial adopters, chambers and associations agree on what Poland needs – and take it to policymakers together.

01 · The problem

Voices organised in silos

  • Clusters and sector bodies each speak for their own vertical and solve its problems alone.

Energy, industry, buildings and mobility run separate agendas. Problems they share get solved several times over, or not at all.

  • There is no place where technology providers meet the companies ready to deploy them.

Innovators struggle to find their first industrial customers. Companies that want to decarbonise don't know which solutions are ready to use.

  • Shared barriers, such as local content rules in procurement and FDI, are tackled piecemeal.

These rules affect every sector, yet each one lobbies alone. Fragmented voices are easy for policymakers to overlook.

02 · The solution

One platform, one agenda

  • A cross-sector council of technology providers, industrial adopters, chambers and associations.

Members sit at one table, whatever their sector. That puts supply and demand for clean technology in the same room.

  • Breakthrough innovation and proven, deploy-now solutions for decarbonisation and efficiency.

The Council covers both early-stage technologies and those ready to install today. Members can secure quick wins while shaping the longer-term pipeline.

  • It identifies common barriers and turns them into one shared agenda for policymakers.

Members pinpoint what blocks deployment across sectors. The result is the Polish Cleantech Agenda 2027 – a single set of priorities backed by a broad cross-section of the sector.

03 · Advantages

Supply meets demand

  • Adopters shape the solutions they need; providers reach real customers.

Industrial companies tell providers which problems to solve. Providers get direct access to buyers and honest feedback from the market.

  • One cross-sector voice carries more weight than many separate ones.

A joint position from energy, industry, buildings and mobility is hard to ignore. It shows policymakers the agenda has broad support.

  • A direct line to Brussels via the Cleantech for Europe network, built on our existing policy work.

Cleantech for CEE is part of the Cleantech for Europe network. Members' priorities reach EU debates through channels we already use.

04 · Why now?

The rules are being written now

  • Parliamentary elections in 2027: party programmes and the next government's priorities are being shaped now.

Programmes take shape long before the vote. Input given in the coming months can become commitments of the next government.

  • The Clean Industrial Deal and Net-Zero Industry Act are redefining procurement and local content rules.

How Poland implements them will decide who wins public contracts and investment. The sector should help write these rules, not just react to them.

  • Talks on the next EU budget (2028–2034) open a window to shape funding priorities.

The budget sets EU funding for seven years. What is agreed in these negotiations defines what cleantech can access until 2034.

    Providers, industry, chambers and associations.

We bring together a founding group that represents each sector and both sides of the market.

  2. 2

    Needs & barriers mapped

Members map sector needs and deployment blockers.

Workshops and interviews turn members' experience into a shared evidence base.

  3. 3

    Polish Cleantech Agenda 2027

An agenda built on shared priorities.
